It's a travel outer garment with a hood and with long wide sleeves with a cut near the elbow (allowing you to pull out the hand), it's put on over the head. It's made of wool with a linen lining.

A surcoat is an outer garment used from the 13th century till the early 14th century. In the iconography it is not usually tightened with the belt.
